The review is complete. The facility is compliant in all fourteen domains.

This office was asked to assess whether the program preserves resident capability as designed. It does. Every capability identified at intake is scheduled, measured, and scored, and no capability has been recorded as lost since the facility opened. On the stated criteria the result is without qualification the strongest this office has assessed.

The findings follow.

Grip. Scheduled twice weekly. Mean grip strength across the resident population is stable year over year. Grip is exercised in the therapy room using the apparatus provided. Jars in the communal kitchen are opened by staff, on the guidance that a dropped jar presents a laceration and slip hazard. Both facts are accurate and this office records both.

Reach. Scheduled. Residents reach in the therapy room, to a marked target, and the distance is logged. Shelving in resident units was lowered during the second year following a fall on the third floor. This office notes the fall was real, that the lowering was reasonable, and that reach scores have not declined.

Sit to stand. Scheduled, measured, stable. Common-area seating was replaced in year two with a model that assists the resident to standing. The measure and the furniture are not related to one another and this office is not asked to relate them.

The kitchen. The facility operates a communal kitchen in which residents may prepare their own meals. It is open by appointment and a staff member is present throughout. Utilisation in the reporting period was four appointments. Meals are otherwise prepared by the kitchen and delivered at fixed hours. The facility notes, correctly, that the kitchen exists and is available.

The tailor. The facility retains an alterations tailor one day a fortnight. Residents may have garments altered to remain wearable as their bodies change. The tailor has an intake form. In the reporting period the form was completed eleven times, in nine cases by a family member. This office was unable to determine how many residents know the tailor is there.

The lanes. Two candlepin lanes, in service, scheduled Thursdays. Attendance is recorded. Balls are returned by staff.

The pool. Four feet throughout, which this office notes is the depth at which a person can stand. Access is by scheduled session with an attendant present. The attendant is required. The requirement is sound.

Dancing, singing, theatre, library. All present. The theatre ran a full season. The library holds a real collection and is open. Attendance figures for all four are within expected range for a facility of this size, and expected range is not a high bar and was not designed to be one.

Animals. Each resident is assigned an animal. A high-school student is employed to assist with care at an hourly rate this office found to be fair, which is rare enough to note. The programme is the best-functioning element assessed.

Therapeutic devices. Robotic seals are provided and are in use.

Meditation. A room is provided and is used. A second room, described in the facility's own materials as a mediation room, is used by administration.

That is the assessment. Every domain scheduled. Every domain scored. Nothing lost.

This office is required to report against the criteria it is given and has done so. It is permitted one observation outside them, and offers it here.

The criteria measure whether a resident can. They do not measure whether a resident does. A facility can preserve grip for a decade in a room set aside for grip while every jar in the building is opened by someone else, and it will score, correctly, as preserving grip. Nothing in the instrument catches the difference. This office is not saying the instrument is wrong. It is saying the instrument was answered.

The facility has done what the literature asked. The literature asked for capability. It did not think to ask for use.

Rates at the facility assessed begin at $8,400 a month.

This office is aware of a proposal elsewhere in this state to build at $500 a month, or whatever a resident can pay. That figure was not submitted for review and this office has no criteria under which to assess it.
